I just found this article that might shed some light as to if or when the U.S. - Canada land border may re-open. If indications from health officials and governments and the article below is to be deemed accurate, it might take a year or so before there is any sort of free-flow.
Note: This may or may not affect filming in B.C. for Arrowverse and other U.S.-backed productions since it does not strictly prohibit air travel but the current quarantine provisions may / likely will still apply for air and sea as it currently does for land crossings.

And here we go per Deadline Flash has paused production after a team member tested positive for COVID-19. This person was asymmetric and the infection was discovered because of the testing protocols. I hope nobody gets seriously ill, I don’t want anyone getting sick for my entertainment.

Not related to current shows but speaks to film production in general. Stephen Amell is recovering from Coronavirus. This is how he described his symptoms.
Amell said he "never ran a fever," but first noticed he woke up with a plugged ear. "For two nights, I was up every couple of hours vacillating between freezing cold and boiling hot," he continued. "And I would be freezing cold because I sweat through all my stuff. So, I get up, dry off, change my clothes, get back into bed, warm up, and then start sweating again, and the cycle would just [on] repeat."
The actor also describes a loss of appetite that resulted in him losing 15 lbs. over three weeks, and a feeling of dizziness akin to vertigo when he rose into a standing position too fast.
Brie, I was shocked Stephen got this, but thankfully he IS recovering...after all there is a better than 99% chance of recovery at least at his age according to the CDClast September. It kind of almost felt like what I dealt with pneumonia in the summer of 2013...awful summer for me. The drugs he gets will help, as will Zinc and Vitamin D, maybe even C when winter sets in.

I know Thomas Lennon (Mxy) said he was coming back, but that was when the shutdown FIRST started. With all these new protocols, I imagine that's back up in the air.

I imagine the new restrictions are going to have a HEAVY influence on the actors we see for this final season. I don't see Calista Flockhart, Jeremy Jordan, Mehcad Brooks,Odette Annable, Helen Slater, or a host of other alumni making guest appearances, this year, unless they have the flexibility and willingness to quarantine for 14 days (both ways), meaning they'd have almost 28 days of mandatory unpaid quarantine time, aside from whatever their filming commitments would be.Your’re right about the guest star appearances being limited. During the virtual WizardWorld panel Helen Slater said she was scheduled and the restrictions were the same then so she’s willing and able. I’d love Odette but Sam’s story had an ending. We know Winn is happy in the 31st century which is good because I don’t see Jeremy being willing to travel. I said it in the news feed but they should do a Kara/Cat zoom call which could be done without Calista traveling. They could do a zoom call with James too. One guest star who’s chances of appearance are increased is Chris. I agree he’s probably relocating, I don’t see him living apart from his wife and infant son if at all possible.

But, since Covid-19 is very prevalent in the U.S. and cases/fatalities rising rapidly in Canada, it's better to keep the borders shut to free-flow traffic and tourism for the time being until there is a vaccine or effective treatment and a drastic decrease in overall numbers on both sides of the border.
It's not pretty and not desirable, but it must be this way until the struggle against the disease turns the corner and is in the general population's favour. That's why there is a 14-day quarantine period for residents and non-residents alike when entering the country by any means (land, sea or air).
Note: This situation also applies to Point Roberts, WA (which is surrounded by Canada), and to a smaller extent Blaine, WA (a border town) and the Northwest Angle, MN (as noted in the attached article).
It's a valid concern. While Canada, including B.C. has seen a rise, it's still quite small in comparison to the rates in the U.S. I mentioned quite a bit ago (I can't remember if it was this thread or not) that these quarantine requirements are really going to impact cast members who used to regularly fly back to their U.S. based homes on weekends or film breaks.
Danielle Panabaker of The Flash was open that she used to fly back to L.A. every weekend.
Bitsie Tulloch (our new Lois Lane) is on the other end of the spectrum, where filming here works in her favor, because her husband already films here in Vancouver for A Million Little Things. So for that particular case, it isn't so bad to be stuck here.
I would imagine (and this is all just speculation having to due with how actors deal with production, I am NOT trying to delve into personal lives) that, as unfortunate as it may be, Chris Wood's pilot for "Thirtysomething(else)" works in his new family's favor, as, after her maternity leave is up, Melissa will have to be up here in Vancouver. I imagine with the tough quarantine issues and restricted travel, right now, it's best for someone in her situation to have her husband and child in Vancouver with her, for the year of filming.

I'm imagining a vast majority of the actors we get this year will be, by necessity, Canadian. Hell, I have an actor friend here in town who's had an influx of auditions like he's never seen because the productions here in town don't have the option of flying US actors in for smaller parts like they used to.

Personally, I don't see it reopening before the New Year due to extremely high levels of Covid-19 in the U.S., the upcoming November election, a possible election in Canada this autumn, and rising case levels in key areas of Canada.
But, as with anything in life, stranger things have happened. Stay tuned.

Uh oh! Bottleneck Covid-19 testing delays in B.C. hitting the productions big time. Not fun news at all!
I can hear from here all of the studio executive heads for all of the film companies in Hollywood screaming in purple-raged unison: "Coooooooooooooooooooooooviiiiiiiiiiiiiid!" (Just like Kirk's "Khaaaaaaaaaaaan!" line in Star Trek II -TWOK.)

Thanks for the article. So it appears that our lovely neighbors to the north are going to extend the no border crossings 30 days from the Sept. 21st date. Hopefully a vaccine will be available by Thanksgiving and tourism can then flow back and forth to our great countries.

It appears that until Covid-19 is either brought under control (and managed better at every level), this sealed border and travel restrictions will be in place. It remains an unfortunate reality for everyone.
The actors will have to continue to make hard choices in the short-term as to where they wish to work as there will be no cross-border back and forth (by land, sea or air) and meetings with producers, executives and the like will have to continue to be done remotely. Flying to L.A. for the weekend is off the table since there is a 14-day quarantine period (no exceptions) to enter or re-enter the country. Once you're in, your best bet is to stay in until the shooting season is done.

Hopfully this doesn't happen a lot.Even with all precautions,nothing is perfect.Jurassic World: Dominion has been back filming since July.They had a outbreak in Malta among crew that forced them to move main production elsewhere after the U.K. filming(although they are still doing some second unit stuff there).Other then that,things have been going well there.The Avatar sequels and Mission Impossible 7/8 are also back to filming I believe.I know Avatar is.

Yes, Mission Impossible is filming, they have rented 2 Cruise ships to hold the Cast and Crew.....

This is not Vancover related but it is film production related. While filming The Batman in the U.K. the star Robert Patterson has tested positive for Coronavirus. Production has been stopped. I couldn’t find any information on his condition, wishing him a speedy recovery. This makes me wonder how possible it is to keep the cast and crew safe during film production.
I had the same reaction to the news, on all counts. One wants to believe productions will take all reasonable precautions, but there are considerable financial pressures to generate content. Fingers crossed for all involved.
