it seems like they are just so desperate to tie off the loose ends after the Maggie character left. The Kelly character has no spark or charisma, the romantic pairing is unconvincing to me, and it bothers me whenever we see Kelly used in scenes where she has no true purpose. why or why did they automatically sign this character for two seasons without testing it out with the audience first?
This is all opinion, so I'm not looking to start a debate. But here is my stance.
I'm gonna get blasted, for this, but here it goes...
I honestly think Dansen is great...and I HATE shipping. They represent what a healthy relationship SHOULD be. It doesn't need to be all big events and drama. It can be as simple as home dates, movie nights, and being there when the other is having a hard time.
Honestly, I thought Maggie was toxic AF. She calls Alex out on her attraction, and when she comes out, spurns her like crazy. And even when they did get together, it felt like everything had to be HER way, from outing Alex, to Valentine's Day, to the wedding planning, to the way Supergirl did things, to her stance on children...there was no middle ground. Everything needed to be a battle. Alex had to fight tooth and nail for even the little things, like celebrating Valentine's Day. I don't know...maybe if the character had shown an ounce of humility in the relationship, I'd feel differently. Maggie just wasn't a likable character for me.
Also, Alex was so enveloped in the relationship that she straight up didn't blink an eye when her sister disappeared for a day, and only realized after they escaped that they had been kidnapped by Cadmus. She also blew off Kara's Earth Birthday.
I appreciate that Maggie helped Alex recognize and come to terms with her sexuality. Alex's journey in the first part of that season was incredibly important. Beyond that, though, I thought she was a terrible partner.
By comparison, Dansen feels like a healthy, normal relationship, which doesn't NEED to monopolize the screen, where the two partners treat each other like normal partners...with the exception that they occasionally indulge in heroics.

I have to agree with everything kdogg wrote. Maggie's attitude about the relationship was summed up in one sentence after they had an argument: "You get one, Alex." No empathy or effort to understand and forgive, IMO. In some ways it was a useful relationship for Alex, but not a truly healthy one. In contrast, Kelly really cares about Alex on a deep level.

there were lots of small intimate moments as well, simple at home dates and games of pool and watching the news on the couch and so on. and Maggie was there for Alex at her lowest to, like when Jeremiah betrayed her and she just quietly held her without trying to 'therapize' her. Alex wooed Maggie while Kelly just inserted herself into Alex's life from the first moment they met. It felt very stalker to me, and Kelly seems to go along with whatever Alex says and wants, while Maggie had her own personality. they also clearly write Kelly to be oppositional to Maggie, so Kelly will never be revealed to having lied, to having cheated and so on, she is just put on a pedestal from the moment she showed up and immediately gave us her tragic backstory while signaling that she is single and available. it smacks of always trying too hard

To each their own. But I never saw Kelly that way. I agree that they wrote Kelly as a contrast to Maggie, but I never saw that as a bad thing, because (as previously mentioned) I viewed Maggie as quite toxic. I measure that based on the qualities I would want in a partner, regardless of sexual orientation or gender. Maggie had no compromise, no give and take, it was her way or no way. Kelly is more understanding, comforting, and as I said, things don't need to be a constant battle. Additionally, it seemed Maggie only cared about Alex, and everyone else in Alex's life was excess baggage. She didn't show any real interest in Alex's friends or family. By contrast, Kelly loves Alex, but also cares for and accepts everyone else in Alex's life, including J'onn, Kara, and even the rest of the super team.
Keep in mind, I'm coming from a place where I'm not even THAT partial to Alex and Kelly. Literally my biggest complaint about the show is that the supporting cast gets more compelling relationships and emotional storylines than Kara, the headliner, does. As such, I'd be fine losing a lot of Dansen and J'onn content in favor of more (and better) Kara/Supergirl stories.
That said, if I'm asked to compare Alex and Maggie to Alex and Kelly...Alex and Kelly is always going to come out on top, because it seems like a more genuine, caring, and equal partnership.
I'll admit perception is unique to each individual, and you seem to perceive Maggie in a more positive way and Kelly in a more negative way. There may be others out there who share that perception, but it's not me. I've not seen Kelly in a stalkery way, at all. Rather, I felt they started as having a friendship that evolved into a relationship. I will agree that she tries to "therapize", sometimes. But when you care for someone and see them in a distressing state, and have that particular skillset, it's admittedly difficult to not try to help by using that skillset.
I will say there are certain things that aren't needed, though. There is no need to turn Kelly into the new Guardian with less than half a season left. That feels forced. But that particular complaint doesn't necessarily fall within the perview of her relationship with Alex, but rather goes back to my desire for the plot to center more on Kara.

If the question is if Kelly is boring then the answer is Yes. Otherwise why are they giving her the Guardian gig. Where as Maggie was just Maggie and that was enough. I always trust what I see between two actors and Kelly and Alex have little chemistry where Maggie and Alex had some good stuff. Anyway, I couldn't care less if both characters never existed.

Maggie was one and done... who knows what direction they would have taken the character had she stayed.
Kelly taking the Guardian mantel really has more to do with her being James ' sister as opposed to TPTB trying to make her less boring.
There was and will always be Team Maggie. That's fine with me, but I actually prefer the character Kelly. She is more nurturing imo... while I found Maggie somewhat cold. Again, different strokes for different folks.
